Symptoms

On : 12.2.7 version, Approvals - Req, PO

When attempting to access BPA,
the following error occurs.

ERROR

"This action is not allowed. The Blanket Purchase Agreement is locked by another user."


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to purchasing responsibility
2. Navigate to purchase summary
3. Query BPA
