BOE: Due to ERV lines, the rounding account is getting hit instead of liability account at the time of making payment to the supplier (Doc ID 2631012.1)

While making payment to supplier rounding account debited instead of liability account.

It is expected to debit the liability account while making payment to the supplier.

The issue can be reproduced at will with the following steps:
1. Create a Purchase Order with user conversion rate, for example:1 USD=75 INR.
2. Navigate to the Oracle Financials for India responsibility.
3. Create BOE with reference and apply the respective Taxes & Confirm.
4. Go the AP workbench and query the BOE invoice number & make payment.
5. Perform the receipt application against the respective BOE and confirm the receipt.
6. Created PO matched AP invoice.
7. Validate and account the AP invoice.
8. Make payment to the respective invoice and run the create accounting program.
9. It is observed that the rounding account debited instead of liability account.

The issue has the following business impact:
Due to this issue, users cannot reconcile the accounts.
