Symptoms
On : 12.1.3 version, Flexfield Issues
When attempting to add the JoB Flex Field into Business Group Info from Organization,
the following error occurs.

APP-FND-01023: The following required does not have a value: Job Flexfield Structure
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created Organization and Classified as Business Group
2. Entered all flex fields but Job Flexfield Structure is not coming in the LOV.
3. There are couple of JOB Flex fields defined but NONE of them coming in the "Business Group Info" Window
