Search Results Not Returned for Scan Data Offer After Update Time Structure Ran

This started after running the "Update Time Structure" program for the new
year.  After running this program, any scan data item numbers that were over
budget at the time now cannot be processed.  Confirmed that if user tries to
go over budget for an item on the same offer that wasn't over budget when the
request was ran, then data returns for search.  User confirmed anything newly
created, can go over budget.  There is another instance where this request was
not ran and user was able to go over budget until they ran this job and then
it no longer worked.
