On 12.2.8 version, Upgrade related issues

ACTUAL BEHAVIOR

FS_CLONE Failed - After upgrade EBS from R12.2.4 to R12.2.8

Execute the FS_CLONE and get the following:


EXPECTED BEHAVIOR

fs_clone should complete normal without any issue

The issue can be reproduced at will with the following steps:
1. adop phase=fs_clone

The issue has the following business impact:
Due to this issue, users cannot finish fs_clone

Changes

 Upgrade to 12.2.8
