Requirement Section With Type Internal Required Is Missing When Using RFQ Template (Doc ID 2631843.1)

 ACTUAL BEHAVIOR

Requirement details section with type Internal Required are missing, when the RFQ (Request for Quotation) template is used.

EXPECTED BEHAVIOR
-----------------------
Requirement details section with type internal required should be displayed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sourcing responsibility
2. RFQ Template
3. Create template RFQ and add requirement list with  different types: Supplier Required, Internal Required and Display Only.
4. Create RFQ and applied the new template
5. On the requirement list user cannot see the sections with type Internal Required

After applying <Patch 30187623:R12.PON.D> new issue occurred
