After Creating a Service Line the Effective From Date Cannot be Updated (Doc ID 2632275.1)

Symptoms

ACTUAL BEHAVIOR
---------------
After applying the September 2019 Unified Patch users are unable to update the Effective From Date for a Service line in a New / Incomplete Status.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to update the Effective From date for a contract in a New or Incomplete status as was the case up through the December 2018 Unified Patch.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Contract with a Service line.
    The Service line can be created in the contract or copied from another contract when creating the contract.
2. Once the line is created navigate out and back to the Additional Charges tab.
3. Click Go to return the Service line.
4. Click Update for the Service line.  The Effective From date cannot be updated.
