Unable to create PO referenced Bill of Entry (BOE) using API scripts.

Functionality to create PO referenced Bill of Entry (BOE) using API scripts.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to create BOI using API scripts.
2. Notice that currently there is no such functionality available.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, BOE creation process takes long time resulting into additional cost to business.
