Symptoms
On : 12.1.3 version, Subledger Accounting
When attempting to run Create accounting r,
the following error occurs.

Create Accounting Cost Management completed with Warning
Error Number 95353. Error Message says 'Subledger Accounting was unable to derive an accounting code combination using the account derivation rule XXX_IN_TRANSIT_ACCT owned by Oracle. Please review the account derivation rule and make sure it derives a valid accounting flexfield combination for the source values passed for the transaction.
STEPS

The issue can be reproduced at will with the following steps:
1. Run Create accounting
2. This is happening for specific standard cost update transactions for 2 specific Organizations, where SLA is not able to derive the In-transit Valuation Account for 2 specific Orgs
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot transfer this standard cost update transactions to GL
