WMS Putaway to new project locator dynamically creates base locator with null Status and Type

Expected behavior

Locators should have a status associated

Steps

The issue can be reproduced at will with the following steps:
1. Warehouse management responsibility
2. Receive a 1 quantity of an item from PO
3. Putaway to a locator - failed
4. Putaway to another locator - ok
5. Query stock locators - find that second locator has no status associated
