Can We Create on OLM Yearly Certification Renewal Based On Date?

Goal
Qn1:On : 12.1.3 version, Learner Component
Is it possible to create a certificate in OLM such that we can require learners to complete the certification by a certain date (for example, Mar. 31, 2020) and then have them renew their certification every subsequent year before March 31?
We have currently set up a certification with the due date of Mar. 31, 2020 and the "Learner can renew certification before X days" set to 90 days. We are wondering if come January 1, 2021, learners would be able to renew the certification at all.
Is there an easier way to set this up to? Right now, we can only define how long a certification is valid for. We cannot have it set up in a way where we can define a date that the certification would have to be renewed every year. Can this please be a feature that is added to OLM?
Qn2:One more question...because we want to keep the due date the exact same every single year, would we be able to change the certification validity to 366 days on, for example, Dec. 31, 2022, so that when learners complete their certification by Mar. 31, 2023, it would be valid until Mar. 31, 2024 instead of Mar. 30, 2024. We would also need to change the validity to 365 days on Dec. 31, 2023 so that it's back to normal for the next period.
Is that correct? Would OLM allow us to do that?
