Error When Accessing Asset Hierarchy: You have Insufficient Privileges for the Current Operation

Symptoms
When attempting to view Asset Hierarchy, the following error occurs. This works in 12.2.5.
The error occurs when user has EAM Operations User responsibility and no other EAM responsibilities.
ERROR
You have insufficient privileges for the current operation. Please contact your System Administrator.
STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Self Service Work Request .
2. Click on Assets tab.
3. Select Asset.
4. Select ‘Hierarchy’ from View drop down.
5. Receive the aforementioned error.
