Can 2 Managers Share the Top Level Position and Still Function as Budget Cascading Manager in CWB? (Doc ID 2634680.1)

Symptoms

On 12.1.3 HRMS Rup 11 Budget Cascading issues

Actual Results:
Customer is seeing one of the 2 position holders for the position at the top of the position hierarchy get brought into the CWB hierarchy.
The other top level manager is not showing up in the hierarchy.

Expected Results:
Customer expects that if one manager was chosen in the hierarchy to be top level manager - that the other one would at least be able to be brought into the Allocation spreadsheet.

Steps to Reproduce:
1. Customer has position hierarchy in place
2. Top level manager position is not limited to 1 person holder
     And in fact in this case - 2 holders are present in the position.
3. When CWB runs and builds the hierarchy - it only chooses one of these 2 executives in the top level manager position within CWB
4. When they attempt to add the other manager under the first manager manually via employee administration - it doesn't allow it
  And when they attempt to budget cascade with 2 managers present - it doesn't work.
  Seems they are limited to only allowing one of these top level managers to be present in the position so CWB can build the hierarchy cleanly.
