Approve Button Enabled for Users or Managers Who Are Answering a Question From Top Hierarchy Manager (Doc ID 2634962.1)

Symptoms

 

ACTUAL BEHAVIOR
---------------
User A raised a Self Service request
Level 1 Manager (User B) approves the request
Level 2 Manager (User C) requests more information from User B.

After the Request for more information (RFC) is submitted by User C
User B can not only submit the RFC, but has access to approve the request.
When approve is selected, the transaction is final approved and
the workflow history shows User C approved the transaction.

EXPECTED BEHAVIOR
-----------------------
The expectation is User B will only have the option to submit, not approve
the Request for more information. Currently, Manager B can approve the RFC
request without the approval of Manager C. In addition, the approval history
shows the Top manager approved the transaction when he did not. The top manager
only requested more information.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. User A raised a Self Service request
2. Level 1 Manager (User B) approves the request
3. Level 2 Manager (User C) requests more information from User B.
