On : 12.2.8 version, Journal Entry

ACTUAL BEHAVIOR
---------------
Journal batch is being submitted for approval, but person from first level of approval is also the preparer, which is not the behavior customer expects.

EXPECTED BEHAVIOR
-----------------------
Expecting correct person for the first level of approval

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to General Ledger Responsibility
2. Enter Journals
3. Submit the Journal
4. Login into other user for approving the Journal and then verify the From and To sections in Action History appears correctly.
