Symptoms

ACTUAL BEHAVIOR
---------------
Competence is assigned on an incorrect date when an employee completes an OLM Certificate


EXPECTED BEHAVIOR
-----------------------
The Correct date will be displayed for the employee.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Learning admin subscribed the employee to certification on '01-Nov-2019'.
2. Employee completes the certification requirements outside of the system on 05-Nov-2019.
3. On 7th August, Learning admin marks the employee as Certified from 'Update Subscription Status' page, choosing the completion date as '05-Nov-2019'. Assign competence checkbox is checked.
4. Competence is assigned to the employee with start date of '07-Nov-2019' instead of '05-Nov-2019'. This is not what is expected. As the employee's certification completion date is '05-Nov-2019', he should be assigned the competence with start date of '05-Nov-2019'
