Employee Balances Form Does Not Have Values For Some Employer Liabilities (Doc ID 2637850.1)

Symptoms

Some employer liabilities are not displayed correctly in the Employee Balances form. The names of the elements are present, but there are no balances.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run payroll
2. Check employee balances and see no values for the ER liabilities
