System Not Allowing Product Exclusions In Offer Adjustment

System not allowing product exclusions in Offer adjustment .Getting the following error while trying to save Offer after Exclude Products in Adjustment
Private API :UPDATE_OFFER_ADJ_PRODUCT Start
Private API :VALIDATE_ADJ_PRODUCTS Start
Offer Type is :VOLUME_OFFER
Valid Flag for duplicate products is F
Products and categories cannot be duplicate within or across discount rules
The issue can be reproduced at will with the following steps:
1. Login to Applications
2. Go to Trade Management responsibility
3. Navigate to Offers page
4. Update Volume Offer and approve
5. Create Adjustment and select Exclude Products
6. Click Save
