Credit Memo Overstated when Subsidy is Removed from Contract (Doc ID 2638940.1)

Symptoms

On : 12.2.5 version, Billing Modules

ACTUAL BEHAVIOR
---------------
Find that when subsidy is removed from contract during revision process, the credit memo that is generated is overstated.

This is only occurring with countries that charge tax on subsidy. When tested with countries that have no tax charged on the subsidy, the credit memo is not overstated.

EXPECTED BEHAVIOR
-----------------------
Credit memo should not get overstated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Author a lease contract with subsidy.
2. Bill the contract and make sure the subsidy invoice is create.
3. Rebook contract
4. Use reason of Other and today's date
5. Remove subsidy line under Adjustment tab
6. Activate and book contract
7. Run Billing and see overstated credit memo for subsidy line.
