When attempting 12.2.9 UPGRADE FAILS ON INVYMSCG.LDT
the following error occurs.

The issue can be reproduced at will with the following steps:
 Dumped the batch (MTL_CATEGORY_DTL Trailer YMS_EQUIPMENT_CATEGORY , MTL_CATEGORY_DTL Container YMS_EQUIPMENT_CATEGORY ) into FND_SEED_STAGE_ENTITY
Uploading from staging tables
