When attempting to create or view an IB instance the following error occurs,

ORA-06508: PL/SQL: could not find program unit being called: "APPS.OKS_IBINT_PUB"
ORA-06512: at line 1

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to the Install Base Item instance page
2. Enter details to create a new Item instance
3. Save.  The page error out and shows the above error message. IB instance is created though.
