Found below message in FND Debug Logs:

Incorrect setup for tax determination basis, unable get tax determination basis for org_id:XXX

STEPS

The issue can be reproduced at will with the following steps:
1. Create a PO in India Operating Unit and do not apply GST taxes.
2. Try to create a receipt against the PO.
3. Notice that RTP is ending in error.

The issue has the following business impact:
Due to this issue, users cannot receive the goods resulting into loss in revenues.
