When Applying NLS Version of EBS patch Using ADOP, It Ended by "You Must First Apply The Corresponding US Patch" error.

In adop.log, you can see the following error message.
Log: /oracle/ebs/devebs01/fs_ne/EBSapps/log/adop/29/20200215_165451/apply/sfiksd01/28800002_JA/log/u28800002.log
You must first apply the corresponding US patch
for the NLS patch(es) listed above.
According to ad_bugs, US version of 28800002 was applied already.
SQL> select bug_number,language,creation_date from ad_bugs
2 where bug_number='28800002';

STEPS

- They applied US version of "28800002 Oracle Procurement Family 12.2.9(R12.PRC_PF.C.delta.9)".
Then they did "adop phase=finalize", "adop phase=cutover" & "adop phase=cleanup".
- They started a new ADOP cycle by "adop phase=prepare".
In the new cycle, they applied JP version of 28800002 as follows.
adop phase=apply patches=28800002_JA:u28800002.drv
