Transfer & Assumption - Unable to Book as Automated Termination Quote not Generated (Doc ID 2640618.1)

On : 12.2.7 version, Lease Authoring

While performing a Transfer & Assumption, unable to book the new contract as automated termination quote does not get generated. The contract is stuck in Approved status.

At activation stage, the usual error message is returned that "You cannot release the contract until the assets are terminated on the associated termination quote and off-lease amortization transactions are processed. Please verify that Quote 1010 has successfully completed and all off-lease amortization transactions have been processed before activating this release."

However, quote 1010 does not exist, either in Termination Quotes or as a pending quote against the contract.

This happens when activation of the new contract is done through concurrent processing. Also this issue exist only in Dec 2018 Unified patch and earlier.

Expect the automated quote to get created.

The issue can be reproduced at will with the following steps:
1. Book a contract in an instance which Dec 2018 unified patch or earlier. Also make sure the contract has many assets.
2. Bill and accrue up to date
3. Create a complete T&A request
4. Accept the request and move it through the workflow
5. Open contract in HTML and initiate the Revise > Change Customer process
6. Complete booking steps
At activation, there will be an error mentioning a termination quote - this is normal as it needs to terminate the assets and re-lease them, so usually just needs time to process those
Look for the termination quote mentioned, unable to find it, meaning the old contract stays Booked and the new is stuck in Approved
