DD Conversion To Degrees Minutes Seconds Rounding Is Incorret (Doc ID 2642122.1)

When attempting to use the Oracle Genocode API to convert the Latitude DD format to Degrees, Minutes, and seconds,
the following error occurs.


When the conversion approaches the change from one degree to another, the seconds calculation is displayed in 60 seconds

Latitude DD value = -73.73333277000

Is converted on oracle to DMS :
Degree = 73
Minutes = 43

Seconds = 60 <<<<<< incorrect

Direction = O

The correct conversion is
Degree = 73
Minutes = 44
Seconds = 0
Direction = O


The issue can be reproduced at will with the following steps:

Step 1 : loading Data from csv file to staging table
  staging table with below columns (same as provided in the data file) and inserted the data: from CSV to staging table

Step 2 : insert data from staging table to oracle interface Table CSI_II_GEOLOC_INTERFACE

Step 3 : call standard API CSI_GIS_INSTANCE_LOC_PUB.IMPORT_INSTANCE_GEO_LOCATION and the data was inserted successfully in base table CSI_II_GEOLOCATIONS:
  SELECT * FROM CSI_II_GEOLOCATIONS where creation_date like SYSDATE.
  shows values
  1499235 45.581632 -73.705214

Step 4: Form displays
  Degrees Minutes Seconds
  Latitude 45 34 29.18
  Longitude 73 43 60
