Get APP-FND-01048 error when selecting the default item category for Purchasing Category Set

APP-FND-01048: Use of this combination restricted by WHERE clause ' NVL(DISABLE_DATE, SYSDATE + 1) > SYSDATE AND category_id in (select category_id from mtl_category_set_valid_cats where category_set_id= '1') ) '

'Enforce Valid List of Categories' flag is unchecked
