Error while trying to define third party registration setup.

Registration number for the same registration type can not be duplicated


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Third party registration
2. Provide the pan Details
3. Get the error.

BUSINESS IMPACT
-----------------------
Unable to perform transactions and attach taxes because of this issue.
