Symptoms

AR Customer Balance Statement Letter program error out after applying the patch 21049601:R12.AR.B.

Error:java.sql.SQLDataException: ORA-01843: ce n'est pas un mois valide

This issue is happening when customer submit the report in Canadian French language.

Same report in English works fine and giving expected results.
