UPK: Error When Publishing To Knowledge Center "Invalid URI: The hostname could not be parsed."

Symptoms
When attempting to publish in UPK, the following error occurs.
The issue can be reproduced at will with the following steps:
1. Select library to Publish
2. Select File> Publish
3. Note the error after clicking Publish button in wizard
4. Open the publishing.activitylog.xml file in the publishing location to see the error.
