Since upgrading from 12.2.6 to 12.2.8 the Process Bulk Enrollments concurrent program completes with Status of Error when previously it completed with Status Normal.

ERROR
-----------------------

ORA-20001: Course attended in last 6 months or booked in next 6 months | in Package ota_delegate_booking_swi Procedure create_delegate_booking

OTA_443407_NOT_ENROLLED:

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Customer  would bulk enroll 3 learners in a classroom based class(say ClassA) and it was successful.
Later customer would pick the same 3 learners and try to bulk enroll them in another class room based class with similar dates(say ClassB).
This would  result in error in their bulk enrollment concurrent program.

Then enroll one of those learners via single enrollment into ClassB.

After receiving the standard Oracle warning message of date overlap, once admin clicks on OK, single enrollment would error with CUSTOM ERROR
message "ORA-20001: 1: Course attended in last 6 months or booked in next 6 months | in Package ota_delegate_booking_swi Procedure create_delegate_booking"
