12.2.9 : Missing Personalize Button on Demand Workbench

Problem Description
---------------------------------------------------
After Upgrade to 12.2.9, user is able to create view, but cannot add columns to the personalized view. Noticed that the personalize button is missing.


STEPS
-------------------
1. Login to the E-Business Suite and choose the Purchasing Module.
2. Navigate to Buyer Work Center - Demand Workbench - Requisitions
3. Personalize button is not visible

BUSINESS IMPACT
-----------------------
Expectation is that Personalize button would be available to edit and create custom Views
