ECC Developer responsibility is not displaying data for service requests. (Doc ID 2645399.1)

Goal

In ECC Developer, the Service dashboard should display data.  But there is no data displayed, even though data exists in Services.
Steps:
Log into ECC Developer
Expand Services module
Double click on Service Requests Dashboard
There is no data displayed. Even though Data exists in Services.
