WHO Columns (In Table WSH_DELIVERY_ASSIGNMENTS) Not Being Updated When Backorder Happens. (Doc ID 2646383.1)

WHO Columns are not being updated when Backorder happens for Delivery Detail and Delivery_ID becomes null in table WSH_DELIVERY_ASSIGNMENTS.

WHO Columns should get updated when Delivery Detail gets Backorder and Delivery_ID becomes null in table WSH_DELIVERY_ASSIGNMENTS.

The issue can be reproduced at will with the following steps:
1. Login to Oracle Applications.
2. Go to Order Management Super User Responsibility.
3. Navigate to MENUPATH > Shipping > Transactions
4. Open the Shipping Transaction Form.
5. Query the Order which is at "Ready To Release".
6. For one of the Delivery Detail which is at "Ready To Release" status, Autocreate the Delivery via Actions > Autocreate Delivery.
7. Find that Delivery_ID column is populated in wsh_delivery_assignments and last_update_date too is updated
8. Now, Issue out the Quantity for the material which is ordered for the specific line.
9. Now, Pick Release the Delivery Detail.
10. Delivery Detail status moves to "Backordered".
11. Now, find that Delivery_ID column is now null in wsh_delivery_assignments and last_update_date remains the same and is not updated
