Symptoms

ACTUAL BEHAVIOR
---------------

Certificate Status is not changing even after the "Update Certification Subscription Status to Expired" program is run.

EXPECTED BEHAVIOR
-----------------------
The completed certifications past their due date will be marked as expired.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the “Update Certification Subscription Status to Expired” Program
2. Certificates are not showing as expired.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, certirications status are not being updated correctly.
