R12: AP/OIE: "504 Gateway Time-Out" When Copying a Supplier Site from One OU to Another or Submiting an Expense Report

Symptoms
When trying to copy a supplier site from one OU to another, a 504 Gateway Timeout error displays.
Test case
Supplier Entry.
Query up a Supplier.
Select an Address that already exists, and assign it to a new Site for a new Supplier.
Screen spins for about 1 minute and then gives the error message:
504 Gateway Time-out. The server didn't respond in time.
The same error can happen when submitting an expense report.
