PS PUBLISH TO EBS CLOSES MES EXCEPTIONS AFTER PUBLISHING (Doc ID 2647546.1)

ACTUAL BEHAVIOR

System is automatically closing MES Exceptions after publishing data from
PS to EBS.
After publishing Work Orders from PS into EBS, all exceptions on Work Orders
operations are closing.

Customer has done internal investigation and found that the closing exception
is performing by function: WIP_WS_EXCEPTIONS.CLOSE_EXCEPTION_JOBOP.
This method is calling when department was changed, but in customer case they
are not changing the department, in PS there is no option for that.
They checked that for function CLOSE_EXCEPTION_JOBOP the input parameter
P_DEPARTMENT_ID is null, so next, inside in this function exception is
closing. Function CLOSE_EXCEPTION_JOBOP is calling by
WIP_JOB_DTLS_SUBSTITUTIONS.Change_Operation.

There is the problem - why department_is is null, which causing that
system thinks that the department has been changed. This is not true
and it makes that exception is closing.

PROGRAM / FORM:

Function WIP_WS_EXCEPTIONS.CLOSE_EXCEPTION_JOBOP

STEPS:
Create MES Exception for Work Order,
In PS, publish work order,
After that, Exception in MES is closed, there is no open exception.
