Award Decision Notification not sent to all invited suppliers.

EXPECTED BEHAVIOR
Expected, Award Decision Notification must notify all invited suppliers.

STEPS

The issue can be reproduced at will with the following steps:

1.Navigate to Sourcing Super User Responsibility -> Sourcing Home Page -> Negotiations

2.Create RFQ with 2 Suppliers

  Supplier Contact
---------------------------
> Supplier 1 Contact 1
> Supplier 2 Contact 2

3.Approve and Publish RFQ

4. Suppliers submit Quotes

5.Award RFQ to Supplier 1

6. Generate purchase order and send notice of award decision

7. Award decision notification not sent to all Suppliers.
When contact 2 (of Supplier 2) logged into application, could not find award decision notification from worklist.
