API INV_TXN_MANAGER_PUB.process_Transactions Leads To Two Transactions (Quantity Is Split) When There Should Only Be One (Doc ID 2649086.1)

INV_TXN_MANAGER_PUB.process_Transactions being used to perform subinventory transactions.
One subinventory records is process but after processing, there are 2 material transactions created when we expect there to be only 1.

For example, subinventory transaction created to move material from subinvenotry 'ABC' to 'DEF" for a quantity of 1000.
After calling the API, there are two material transactions (one for qty=400 and one for qty-600).
We expect there to be 1 transaction as on-hand has 1000 available.
