Goal

After applying patch:28862999 (HR_PF.C RUP13), PAY_PAYROLL_ACTIONS and PAY_ASSIGNMENT_ACTIONS have new #1 columns (e.g. PAYROLL_ACTION_ID#1, TARGET_PAYROLL_ACTION_ID#1, and COST_ALLOCATION_KEYFLEX_ID#1).
Some records in PAY_PAYROLL_ACTIONS and PAY_ASSIGNMENT_ACTIONS have null payroll_action_id instead values in #1 columns (e.g. PAYROLL_ACTION_ID#1, TARGET_PAYROLL_ACTION_ID#1, and COST_ALLOCATION_KEYFLEX_ID#1) are populated.
