Tax Code and Tax Basis Changed when Using Mass Update Employee Assignment - Location (Doc ID 2649759.1)

Problem Statement:
Tax code and Tax basis changed when using Mass Update employee assignment - Location

When a collection of employees are moved via Mass Update employee assignment - some Tax codes and Basis are changed to OT and Noncumulative although they are only moving the location

Steps  to Reproduce
The issue can be reproduced at will with the following steps:
Profile HR: GB Default Aggregation - PAYE & NI

Create new employee

Define 2 assignments, NI aggregated

1 assignment from 01-Jan-2019, Primary, Tax Code is 0T Terminate it from 01-Apr-2019 Location 1. Tax Code is 0T

Define 2nd assignment from 01-Apr-2019, on location 2, make that Primary

Tax Code is 1250L Cumulative

Create employee mass update for location 2 with new criteria on location 3 in Update mode

Effective date is set to 01-Nov-2019

Submit mass update

Check Tax Information, tax code for 2nd assignment was changed to 0T
