PAXCARVW Negative CIP and GDF Patch 14183142 Does Not Correct Amount

Symptoms
A negative CIP amount is showing on the Project Capitalization form for a project.
A reversal of an asset was not performed correctly and now there are 2 assets when there should be just 1.
This issue should be resolved by Patch 14183142 Critical Data Fix Patch Released for Customers Using Capital Project Flows in Oracle Projects, but is not being corrected.
