R12: OIE: Cannot Log In Using an Android Device

When attempting to connect to Expense app via an Android device the user receives "Login to sever failed".
The Debug log shows

pool-1-thread-2, RECV TLSv1.2 ALERT: fatal, handshake_failure
pool-1-thread-2, called closeSocket()
pool-1-thread-2, handling exception: javax.net.ssl.SSLHandshakeException: Received fatal alert: handshake_failure
Connections from non-Android are working properly.
