R12: OIE: Cannot Log In Using an Android Device (Doc ID 2650265.1)

Symptoms

When attempting to connect to Expense app via an Android device the user receives "Login to sever failed".

The Debug log shows

pool-1-thread-2, WRITE: TLSv1.2 Handshake, length = 189
pool-1-thread-2, READ: TLSv1.2 Alert, length = 2
pool-1-thread-2, RECV TLSv1.2 ALERT:  fatal, handshake_failure
pool-1-thread-2, called closeSocket()
pool-1-thread-2, handling exception: javax.net.ssl.SSLHandshakeException: Received fatal alert: handshake_failure


Connections from non-Android are working properly.
