Symptoms
Salary proposal not being created by Participation Process:Grade Step as expected.
Attempting to progress an employee using the Participation Process: Grade Step process, the process errors with a message:
"The selection criteria you chose resulted in no persons being selected. Choose different selection criteria or reduce the number of parameters you select. Error occurred in the following package : &PROC."
