Symptoms
When attempting to to hire an employee
the following error occurs.
ERROR

oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-04063: package body "APPS.HR_NEW_USER_REG_SS" has errors
ORA-06508: PL/SQL: could not find program unit being called: "APPS.HR_NEW_USER_REG_SS"
ORA-06512: at line 1
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manager Self Service
2. Hire and Rehire
3. Enter all the required fields
4. Submit for approval
5. When first approver opens the notification
6. Error is thrown
