The issue can be reproduced at will with the following steps:
a) Create lease using API
b) Example LEASE_COMMENCEMENT_DATE:01-Oct-19

Lease Payment Term Details

START_DATE : 01-Jan-19

3) System should not have created the lease but it has created the lease
