Buyer Name on the Release is not Reflecting the Changed Buyer on the Blanket Purchase Order

Symptoms
Even though BPA was updated and buyer name was changed from 'BUYER999' to 'BuyerABC' over 6 months ago the latest PO when released shows 'BUYER999' in buyer name instead of 'BuyerABC'.
Steps to Reproduce the Issue

1. Login to a PO Responsibility - query the Blanket Purchase Order
2. Change the buyer on the Blanket Purchase Order
3. Create a requisition sourced to Blanket PO and then let it create a release
4. Notice buyer has not changed on the release
