ECC iProcurement Page Is Showing In The Responsibility Without ICX ECC Access Role (Doc ID 2651790.1)

ACTUAL BEHAVIOR
---------------
In a instance with ECC implemented, using one responsibility with ECC role and another iProcurement responsibility without ECC role and privileges, when assigned both to the same user, both iProcurement responsibilities show the ECC page.

EXPECTED BEHAVIOR
-----------------------
Expect to not see the ECC page in the traditional non ECC iProcurement responsibility when assigned to the user with ECC iProcurement responsibility

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1.Create a Custom iProcurement responsibility using menu: Internet Procurement Home
  2. Create a new user
  3. Assign Custom iProcurement
  4. Log as the user
  5. Go to Custom iProcurement responsibility -->  no ECC page is shown
  6.  Add iProcurement responsibility which has the ECC role to the user
  7. Now both responsibilities are showing ECC pages.
