Unable To Resend Deliveries To OTM When Delivery Details Are Updated (Doc ID 2652108.1)

Symptoms

On : 12.2.9 version, Shipping Transactions form

ACTUAL BEHAVIOR
---------------
Customer is not able to resend a delivery to OTM via the Shipping Transportation Outbound Interface, after updating one of the delivery details in the Shipping Transportation form

EXPECTED BEHAVIOR
-----------------------
Need to be able to resend a delivery to OTM after it has been altered, because the new information may change the shipping plan from OTM

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Book a new order with one line item
2. In Shipping Transactions form, autocreate a delivery for the one delivery detail
3. Pick Release this order / delivery
4. Navigate to Shipping->interfaces->run
5. Run Shipping Transportation Outbound Interface to send to OTM
6. Input the delivery name which was created in step 2
7. Shipping Transportation Outbound Interface completes successfully
8. Now, in Shipping Transactions form, find the same delivery
9. In the lines/lpns tab, make any change to the information on the delivery detail. For example, specify a different locator for the staging subinventory
10. Attempt to resend this delivery to OTM by running the Shipping Transportation Outbound Interface
11. Search for the same delivery returns no results. Cannot resend this delivery to OTM

Due to this issue, users cannot resend a delivery to OTM to re-plan a trip, after important updates to the delivery details are made in the Shipping Transactions form
