On : 12.1.3 version, Punchout to Supplier or hub

Punchout to a supplier business fails with - The connection to the supplier website cannot be established

The issue can be reproduced at will with the following steps:
1. Navigation: Requisitions -> Punchout to "Some Supplier Business"
2. Some Supplier_Direct Punchout: The connection to the supplier website cannot be established.
     Error Code: 700 Authentication Failure
     Login failed : unable to get supplier login url from login response
     Return Code: 401
     Return Message: failure Some Supplier Business could not validate account credentials for '12345678'.

Note: All supplier names, references and values shown above are fictitious
