R12.1:CE: Oracle User Cannot View Available "Open Interface" Transactions In Cash Management. (Doc ID 2653323.1)

Symptoms

On : 12.1.3 version, Reconciliation and Clearing

A user with Cash Management responsibility cannot view the available transactions coming from "open interface".
There is no error, it just does not present the expected information.

Expect to see the transactions.

The issue can be reproduced at will with the following steps:

1. Responsibility: Cash Management
2. Path: Bank Statements -> Bank Statements and Reconciliation
3. Find Bank Statements -> Available -> Open Interface

A user with Cash Management responsibility cannot view the available transactions coming from "open interface".
There is no error, it just does not present the expected information.

Another user can consult the transactions, but it is necessary that other users
do so as well.

Workaround available, but still need a solution.

The issue has the following business impact:
Due to this issue, user cannot see the transactions
